Under his leadership, the NSBA moved from rented quarters in 1977 to its own building at 1604 NW in the heart of Washington's commercial district. In 1976, Mr. Lewis had the idea of uniting the many associations, serving small businesses under the banner of the Small Business Legislative Council. That organization now has 75 association members representing 4 million small businesses.

Mr. Lewis was its executive director. Mr. Lewis a native of Clarksville, Tenn. He received a bachelor of philosophy degree from Notre Dame University and a law degree from the Vanderbilt University College of Law.

He was a member of the John Edward Lewis Spotsylvania Resident National Patent Council board of trustees. He was also a member of the American Society of Association Executives, the Washington Society of Association Executives and the National Association Executive Club. He is survived by his wife, Mrs. Dolores Lewis; a daughter, Miss Karin Lewis of Richmond; a son, Brian Lewis of Pasadena, three sisters, Mrs. Mary Meconi of Wilmington, and Miss Frances Lewis and Mrs.

Air Force Leader Of Australia Dies SYDNEY, Australia (AP) Air Marshal Sir Richard Williams, a founder of the Royal Australian Air Force and a wartime chief of Britain's coastal command, died yesterday in Melbourne. He was 89. Sir Richard was the first Australian military man to fly and to command a squadron, and the first chief of staff of the RAAF after it was formally separated from the army in March 1921.

He joined the Australian army in 1912 and in 1916 was appointed flight commander of No. 1 Squadron of the army air force. In Palestine as a lieutenant colonel, he arranged air transport for T.E. Lawrence and was decorated by King Feisal of Iraq. He served in Turkey and was decorated for gallantry.

He became staff officer at the newly formed British Air Ministry but was recalled to Australia in 1919. to help form the RAAF. He became first member of the air board and director of intelligence and was made Australia's first chief of air staff in 1922. At the outbreak of World War II, he was serving with the Royal Air Force in London. He was made chief of coastal command and promoted to air marshal in 1940.

In 1941 he was air officer commanding RAAF overseas headquarters in London, then went to Washington to the joint staff mission, where he served until the end of the war. He became director general of civil aviation in Australia in 1946 and was knighted in 1954. He is survived by a daughter..
